William C. Rice, 76, affectionately known as Willie and Penguin, passed away peacefully on Sunday, November 1, 2026, at the Norwich Rehabilitation and Nursing Center, Norwich, NY.
Born in Cortland, NY on December 4, 1949, Willie was the son of the late Carl and Estelle Turner Rice. A lifelong resident of the area, Willie’s life was marked by service, steady work, and dedication to the people and community around him. He proudly served in the U.S. Army during the Vietnam Conflict, a chapter of his life that reflected his sense of duty and commitment. In his working years, he retired from Preston Manor after 30 years of service, a milestone that spoke to his loyalty and strong work ethic.
He was also deeply connected to his community through the Cincinnatus Fire Department, where he was a life member and Past Chief, Assistant Chief, Fire Commissioner and a member of the Emergency Squad. Those roles stood as many of his proudest accomplishments and reflected the respect he earned through years of involvement and leadership. Beyond his work and public service, Willie enjoyed, bowling, hunting, and woodworking, finding satisfaction in the skill, patience, and craftsmanship it required.
Willie is survived by his second wife, Tina L. Rice. He also leaves behind his children, Andrew (Andie) Rice of Cortland, Eric (Muff) and (Kelly) Rice of Otego, and Jamia Rice Delaney of South Carolina. His family circle also includes his grandsons, Mearland “Buddy” Rice, Jeffrey Rice, and Jeremy Rice, who will carry forward his memory with love. He is also survived by a half-sister Brenda West and sister -in-law Patricia Rice and several other family members. He is also survived by very good friends James and Joanne Dean and family, his lunch buddy, Bob Roberts and everyone at the Oxford Joe and Vinny’s and “special” staff members at Norwich Rehab and Nursing Center.
He was predeceased by his first wife Mary E. Rice, the mother of his children and also several brothers and sisters.
Willie will be remembered for his service to his country, his years of dedication to his work, his leadership in the fire department, and the love he shared with his family. His life leaves a lasting impression on those who knew him, and his memory will be cherished. In keeping with his wishes, there will be no funeral services. A celebration of life will be held at the Cincinnatus Fire Station on Sunday, December 6, 2026 from 11:00 a.m. until 3:00 p.m.
